Calibration: targets are the real GLWQA Annex 4 spring (Mar–Jul) loads for the Maumee — 860 MT total P and 186 MT dissolved-reactive P, a 40% cut from the ~1,433 MT 2008 baseline — set to hold blooms at ≤2004/2012 levels 90% of years.
